CPA Maina Njoroge: The newly appointed Director Finance, Planning and Resource Mobilization – a position which is not in the PSC structure

A concerned citizen has blown the whistle on an irregular and corrupt recruitment process at the Public Service Commission (PSC) of Kenya.

Speaking to us on Wednesday, May 25, a trusted insider within the government body disclosed how the PSC board recently employed one CPA Maina Njoroge in total breach of all laid down codes and guidelines.

Mr Njoroge, who is the immediate former CEO at the Independent Policing Oversight Authority (IPOA), had initially been shortlisted as a Commissioner for SRC but later unscrupulously appointed to the nonexistent position of Director Finance, Planning and Resource Mobilization.

Sources privy to the matter have reliably informed us that at the time of his selection, Mr Njoroge was 62 years old, which is past the retirement age.

The chairperson of the PSC Board, Ambassador Anthony Mwaniki Muchiri, was reportedly compromised into influencing other members to look the other way when approving the bizarre appointment.

Contrary to mandatory requirements, the position was neither advertised nor were any interviews conducted.

To make matters worse, they handed Mr Njoroge a three-year contract with a starting salary of Sh541k, which is Sh81k more than the Sh460k stipulated as per the current structure.

Mr. Njoroge is the former IPOA CEO and has networks which conclude to impunity.

He was shortlisted as a commissioner for SRC, but was recruited for a different position.

Someone compromised the chairperson of the board Amb. Muchiri hence leading to a unilateral decision by the PSC board to employ Mr. Njoroge for a position which was:

1. Not advertised as per the requirements, which meant no competition for the position.

2. No interview conducted.

3. Wrong position shortlisted but awarded differently.

4. Flaws labor laws.

5. The position employed was not in the PSC structure.

6. Starting salary of 541,000/- instead of 460,000/- as per current structures.

7. Despite his current age of 62 years, which is past retirement age, they gave him a 3 year contract.
