Duale Under Siege . Who Is after Duale’s Political Career ?

The National Alliance (TNA) party members are set to table a motion in Parliament to discuss the conduct of National Assembly Majority Leader, Aden Duale which could then pave way for his ouster.

Kieni MP Kanini Kega, who is the sponsor of the motion with the support of eight other legislators from Nyeri County will table the motion on Wednesday to discuss Duale’s reckless utterances in the House and failure to provide the list of terrorism financiers and sympathizers in North Eastern.

“This House expresses its dissatisfaction with the conduct of the Hon. Aden Duale and resolves to rebuke and censure him for his failure to adhere to the high standards of leadership and accountability expected of State officers,” reads part of the motion.

Kega cites that Duale while responding to BBC’s interview after a series of terror attacks earlier this year alleged that the government was in the process of negotiating with the Al Shabaab terror group contrary to Interior ministry’s stand.

“Hon. Duale needs to give the House details of the proposed negotiations since the country could not have negotiated with faceless people. He is known to have expressed the view that Al Shabaab should stop bombing Eastleigh and instead move to other regions like Machakos. Duale needs to shed more light on whether he is in control of terrorism targets and the schedules,” adds the motion.

Kega further notes that Duale’s failure to avail the list of terrorist financiers and sympathizers within 30 days as promised in April after the Garissa University College attack has caused enormous suspense, disillusionment and pain to parents, relatives and friends of victims of terror attacks.

He also observed that most of the victims of attacks in Mandera and Garissa were from Nyeri County, with his Kieni constituency alone having lost more than 35 lives in recent attacks.

Regarding reckless utterances, Duale is accused of using obscene language and insults against his colleagues, the Executive and public particularly during House debates at whim demeaning the stature of National Assembly.

“He has on the floor of the House averred that some Members of Parliament are Al Shabaab. He unfairly attacked a catholic nun, the head teacher of Bura Girls on the floor of the House and referred to her as worse than Al Shabaab.  Hon. Duale needs to substantiate such grave allegations,” goes on the motion.

Kega suggests that Duale’s unbecoming conduct contravenes Articles 10 and 73 of the Constitution as a leader where Sections 8, 9 and 10 of the Leadership and Integrity Act, 2012 demands that public officers including MPs exercise high levels of responsibility and integrity.
